I realised that there was never a formal announcement here to read up:
The Catara NWN server is offline for quite some time now, due to time constraints. I might revive it someday, but it is pretty unlikely. If anyone wants to use our custom classes or tools, ping me on twitter (@jollyorc) and we can see what we can do for you!
In the meantime, I do recommend The World of Avlis: https://avlis.org/

Marenton the bowyer (xp46yp39zp0_bowyer) talked to my PC as if he already had the quest, but when Shandor spoke to him next he got the full details. Returning later with the required items,
Marenton: Ah, you're back...
PC: ..not right now... (ends convo)
PC: .. yes
Marenton: Good good...
PC: here.. (convo ends)

He mentions giving a few as reward, got given only one of these items.
